Even though he was a psychic, he was still human, so Neo Queen Serenity couldn't execute him. So she sent him to the furthest planet in the solar system, Nemesis. Nemesis became forbidden.

Death Phantom's mission: With the Silver Imperium Crystal and the Black Poison Crystal he can conquer the universe.

This is my understanding of what the manga says: Wiseman was the past form of the Death Phantom. Meaning...the Death Phantom and Wiseman are one person.

Prince Diamond, leader of the Black Moon.

The mission of the Black Moon is to go back in time before the Earth was ruled by those of the Moon Kingdom and change the past. They feel that eternal life and peace are only illusions. Their bodies were made ageless by the Silver Imperium Crystal and it's a blasphemy against God. The body is ment to decay. Because of this, the Black Moon is going to return the Earth to it's proper course.

Tuxedo Mask and Sailor Moon Killed Prince Diamond.

The Prince recieved that invincible evil eye from the Wiseman.
